Navigating OSHC: How to See a Doctor Without Surprises

A simple guide to using your student health cover and avoiding unexpected medical bills.

Every international student arrives in Australia with Overseas Student Health Cover (OSHC), but figuring out how to actually use it when you feel unwell can be confusing. Here is how you can access medical care smoothly and avoid steep out-of-pocket expenses.

Find a Direct-Billing Clinic First

Before booking an appointment, search your OSHC provider's app or website for partner medical clinics. These clinics offer direct billing, meaning they bill your insurer automatically so you pay little to no upfront cost. If you visit an out-of-network clinic, you will likely have to pay the full fee on the spot and submit a receipt for partial reimbursement later.

Understand What the 'Gap Fee' Means

OSHC generally covers 100% of the government-set Medicare Benefits Schedule (MBS) fee for a standard GP visit, but private doctors can set their own higher rates. Any price difference between what the doctor charges and what the MBS fee allows is called the 'gap fee,' which you must pay out of pocket. To avoid surprises, call the reception desk before your appointment and simply ask if there will be a gap fee for international students.

Know Where to Turn in Different Emergencies

If you have a minor illness outside clinic hours, check your provider's app for 24/7 telehealth consultations from home. For severe, life-threatening emergencies, call 000 immediately or head straight to a public hospital's emergency department, where ambulance and urgent care costs are covered under standard OSHC. Keep your digital membership card saved in your phone wallet so medical staff can verify your cover quickly.
